     This quote means that you vow to not do anything that will interphere with a task you're doing. Cheating is to act dishonestly or unfairly in order to gain an advantage, especially in a game or examination. Therefore you claiming that you won't cheat is a promise to oneself. Breaking that promise/statement you made can have negative reprecusions.
